The Tommy Bell Referee of the Year award is given to an individual who, as a high school (or college?) official in the state of Kentucky, has displayed the character and integrity exemplified by Coach Collier, including love for the game and for the people involved. A nominee should show a desire to give back to the game and profession, having invested time in making others better through training, mentoring and other ways that help develop quality people and officials. A nominee should also show a desire to provide that leadership, training, and mentorship to all levels regardless of the level that they aspire or rise to.
